LERTA<br>
The Local Economic Revitalization Assistance Act (LERTA) enables Starpointe to provide a tax-free benefit to businesses locating within the Park.  The exemption, for five years and calculated on owner improvements to lots purchased, has been granted by Washington County, Hanover Township and the Burgettstown School District.<br>
<br>
To obtain LERTA benefits, property owners and potential buyers should be aware that:<br>
<br>
•	tax exemptions apply only to local taxing entities;<br>
•	they apply only to improvements to the land and not to the land itself;<br>
•	tax exemptions do not coincide with the first day of property ownership, but become effective on the date occupancy permits are received; and<br>
•	local taxing bodies retain the right to establish a maximum cost per unit to be exempted.<br>
<br>
Entities wishing to take advantage of LERTA tax exemptions must inform the local taxing authorities upon completion of any improvement eligible for consideration.  Notification of such improvements is the responsibility of the property owner, not of WCCED, its partners or subsidiaries. <br>

SBA Microloan Program<br>
Established and administered by WCCED, this program provides commercial loans from $1,000.00 to $35,000.00 to foster job creation and the growth or expansion of small businesses.  Loan terms specify a fixed rate of interest that is currently six percent.  Eligible uses of the funds acquired include working capital and the purchase of inventory and/or equipment. CDFI – Techi 21 Loan Fund<br>
Also offered by WCCED, the CDFI-Tech 21 Loan Program provides commercial loans to encourage the creation and growth of firms engaged in manufacturing, advanced materials, biotechnology, infotech and environmental technologies.  The program provides secondary financing – up to 40 percent of a project’s total cost – in amounts not to exceed $100,000.00.  The interest rate is six percent.  Loan terms are determined by the life of the asset involved or the type of transaction financed.  In no case, however, will the loan exceed 10 years.  The CDFI-Tech 21 program subordinates security to the participating bank.<br>
<br>
Eligible uses of the financing include working capital; purchase of inventory; purchase order financing; acquisition of asses, including real estate assets; business acquisition; construction; repair or modernization; and leasehold improvements.  Prospective borrowers must demonstrate the job creation potential of their investment and pledge to place low income qualified residents in 30 percent of all new positions resulting from the borrowing. LERTA<br>
The Local Economic Revitalization Assistance Act (LERTA) enables Starpointe to provide a tax-free benefit to businesses locating within the Park.  The exemption, for five years and calculated on owner improvements to lots purchased, has been granted by Washington County, Hanover Township and the Burgettstown School District.<br>

To obtain LERTA benefits, property owners and potential buyers should be aware that:<br>

•	tax exemptions apply only to local taxing entities;<br>
•	they apply only to improvements to the land and not to the land itself;<br>
•	tax exemptions do not coincide with the first day of property ownership, but become effective on the date occupancy permits are received; and<br>
•	local taxing bodies retain the right to establish a maximum cost per unit to be exempted.<br>

Entities wishing to take advantage of LERTA tax exemptions must inform the local taxing authorities upon completion of any improvement eligible for consideration.  Notification of such improvements is the responsibility of the property owner, not of WCCED, its partners or subsidiaries. <br>

SBA Microloan Program<br>
Established and administered by WCCED, this program provides commercial loans from $1,000.00 to $35,000.00 to foster job creation and the growth or expansion of small businesses.  Loan terms specify a fixed rate of interest that is currently six percent.  Eligible uses of the funds acquired include working capital and the purchase of inventory and/or equipment. CDFI – Techi 21 Loan Fund<br>
Also offered by WCCED, the CDFI-Tech 21 Loan Program provides commercial loans to encourage the creation and growth of firms engaged in manufacturing, advanced materials, biotechnology, infotech and environmental technologies.  The program provides secondary financing – up to 40 percent of a project’s total cost – in amounts not to exceed $100,000.00.  The interest rate is six percent.  Loan terms are determined by the life of the asset involved or the type of transaction financed.  In no case, however, will the loan exceed 10 years.  The CDFI-Tech 21 program subordinates security to the participating bank.<br>
<br>
Eligible uses of the financing include working capital; purchase of inventory; purchase order financing; acquisition of asses, including real estate assets; business acquisition; construction; repair or modernization; and leasehold improvements.  Prospective borrowers must demonstrate the job creation potential of their investment and pledge to place low income qualified residents in 30 percent of all new positions resulting from the borrowing. The Local Economic Revitalization Assistance Act (LERTA) enables Starpointe to provide a tax-free benefit to businesses locating within the Park.  The exemption, for five years and calculated on owner improvements to lots purchased, has been granted by Washington County, Hanover Township and the Burgettstown School District.<br>

To obtain LERTA benefits, property owners and potential buyers should be aware that:<br>

•	tax exemptions apply only to local taxing entities;<br>
•	they apply only to improvements to the land and not to the land itself;<br>
•	tax exemptions do not coincide with the first day of property ownership, but become effective on the date occupancy permits are received; and<br>

Entities wishing to take advantage of LERTA tax exemptions must inform the local taxing authorities upon completion of any improvement eligible for consideration.  Notification of such improvements is the responsibility of the property owner, not of WCCED, its partners or subsidiaries. <br>

SBA Microloan Program<br>
Established and administered by WCCED, this program provides commercial loans from $1,000.00 to $35,000.00 to foster job creation and the growth or expansion of small businesses.  Loan terms specify a fixed rate of interest that is currently six percent.  Eligible uses of the funds acquired include working capital and the purchase of inventory and/or equipment.  Interested applicants must demonstrate the loan’s projected impact on job creation and retention.  Program information and loan application documents may be obtained by calling (724) 225-8223.<br>

CDFI – Techi 21 Loan Fund<br>
Also offered by WCCED, the CDFI-Tech 21 Loan Program provides commercial loans to encourage the creation and growth of firms engaged in manufacturing, advanced materials, biotechnology, infotech and environmental technologies.  The program provides secondary financing – up to 40 percent of a project’s total cost – in amounts not to exceed $100,000.00.  The interest rate is six percent.  Loan terms are determined by the life of the asset involved or the type of transaction financed.  In no case, however, will the loan exceed 10 years.  The CDFI-Tech 21 program subordinates security to the participating bank.<br>
<br>
Eligible uses of the financing include working capital; purchase of inventory; purchase order financing; acquisition of asses, including real estate assets; business acquisition; construction; repair or modernization; and leasehold improvements.  Prospective borrowers must demonstrate the job creation potential of their investment and pledge to place low income qualified residents in 30 percent of all new positions resulting from the borrowing.
